Full context:   In his analysis of universal laws, Popper conclusion was that laws must "allow us to deduce, roughly speaking, more empirical singular statements than we can deduce from the initial conditions alone." A singular statement that has only one part cannot contradict a universal law. To contradict a universal law, a falsifier must have two parts: the initial condition and the singular statement that contradicts the prediction as in C ⇒ P in which C = "the thing here is a swan" and P = "the thing here is a white swan".
